The Plenary of the Town Council is the maximum governing organisation of the Town Administration. It consists of the Mayor and the Town Councillors.

The Town Council Plenary has, amongst others, the following functions:

• The control and inspection of the governing organs.
• Agreements regarding the involvement of overarching town council organisations.
• Changes in township
• Change of town name and adoption or modification of its flag, insignia and Coat of Arms.
• Approval of town planning in the townships as determined by law, local by-laws and fiscals, budgets and town accounts, methods of service management.
• Agreement of credit operations, in the areas determined by law, the contracting of work, services and supplies whose duration exceeds a year or requires credits greater than those designated in the budget.
• Approval of staff and the relative job positions.
• Changes in the legal qualification of goods of the town.
• Transferral of patrimony, in accordance with the law, the acquisition of goods and duties.
• Regulation of the use of communal goods, etc.
